Action: Refill Mana

Hi,

I am looking to have an action waypoint that will refill mana to x%.

I.e arrive on xyz waypoint and refill mana to 500, then next waypoint.

Following on is there a way to make this not block the inbuilt healer? As currently it won't heal while this action is taking place.
