Yes, that's pretty much the delay that Bot should wait after healing. So lower values will make it work faster.

I find the UH ability a little slow and clunky? and if i lower the spam rate it will work faster as you say but it starts using 2x UH when it needs to use one... would it be faster/better having a LUA script for using UH? and if so do you have one without delay?
